Wang Jiazhong introduced the development situation of Agricultural Mechanization in the first half of the year. He said that in the first half of the year, the focus of the work of the national agricultural mechanization system was to implement the Guiding Opinions of the State Council on Accelerating the Transformation and Upgrading of Agricultural Mechanization and Agricultural Machinery Equipment Industries, i.e. Document No. 42 issued by the State Council [2018] as the main line, focusing on all aspects of policy landing, such as propaganda, guidance, implementation, policy interpretation, formulation of implementation rules and department linkage. According to preliminary understanding, at present, about 10 provinces and municipalities have issued opinions on the development of agricultural mechanization at the provincial level. From the central government to the local government, the implementation of the documents is taken as the work to ensure the implementation of the policies.

 

Wang Jiazhong pointed out that 2019 is the 70th anniversary of the founding of New China and the key year for the success of building a well-off society in an all-round way. The work of all levels of agricultural mechanization departments, agricultural machinery production and circulation enterprises and scientific research institutes shows a good situation of transformation and upgrading. The whole process of mechanization is accelerating, the overall mechanization pattern is taking shape, and the pace of independent innovation of agricultural mechanization and agricultural machinery equipment is obviously accelerating.  The supply structure of agricultural machinery and equipment tends to be optimized in the deep adjustment, and the reform of agricultural machinery's release and control clothing has achieved remarkable results.

 

Wang Jiazhong also raised four hopes for agricultural machinery circulation enterprises. First, do a good job of supply and demand docking, to maximize the effectiveness of machinery. The second is to build a brand, through honest management, to create a century-old shop. Third, expand services and enhance service capabilities. Fourthly, we should strengthen industry self-discipline, act as practitioners and leaders of honest and law-abiding management, and jointly safeguard the agricultural machinery subsidy market.

 

At this conference, Chen Tao, Secretary of the Party branch, vice president and Secretary General of China Agricultural machinery circulation association, made a report on the discussion of agricultural machinery market in stock. Chen Tao believes that the agricultural machinery market in stock will be in a downturn for quite a long time in the future, but there may be an increase in the stock. He reminds agricultural machinery dealers to pay special attention to the growth of new industries such as agricultural services in the transition between the old and the new. Shao Linsheng, Information Institute of Shanxi Academy of Agricultural Sciences, was invited to make a report on "Establishing a Crosswise Trusteeship System for Agricultural Production and Building a Platform for Transforming Scientific and Technological Achievements in Colleges and Universities".

 

At the same time, the seventh Second Council of China Agricultural Machinery Circulation Association was held. Chen Tao, vice-president and secretary-general of the association, made a statement on the establishment of China Agricultural Machinery Circulation Association Vice-president Marketing Branch, Animal Husbandry Equipment Branch and Aquatic Machinery Branch. At the same time, he read out the "Initiative for healthy and sustainable development and law-abiding management of the agricultural machinery industry". During the period, a national agricultural machinery circulation information working conference, a seminar on animal husbandry equipment, a forum on the mechanized development of cash crops and hilly production, and a forum on the development of agricultural socialized services were held in 2019. A public brand "first exhibition of agricultural machinery land" of the agricultural machinery industry was issued, and the progress of the China International Agricultural Machinery Exhibition was reported.
