Industrial prosperity is an important basis for Rural Revitalization and a prerequisite for solving all rural problems. Rural industry is rooted in counties, relying on agricultural and rural resources, taking farmers as the main body, taking the integration and development of rural primary, secondary and tertiary industries as the path, with distinct regional characteristics, active innovation and entrepreneurship, rich types of business and close interest links. It is an industry that promotes agriculture, prospers rural areas and affluent farmers. In recent years, China's rural innovation and entrepreneurship environment continues to improve, new industries and new formats emerge in large numbers, and rural industry development has achieved positive results. However, there are still some problems, such as incomplete industry categories, short industrial chain, insufficient vitality of elements and low quality and efficiency. It is urgent to strengthen guidance and support. In order to promote the revitalization of rural industry, the following suggestions are put forward.

 

I. Overall requirements

 

(1) Guiding ideology. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we carried out the spirit of the nineteen and third Plenary Session of the nineteen Central Committee of the party in an all-round way, firmly established the new development concept, implemented the high quality development requirements, adhered to the general principle of giving priority to agricultural and rural development, implemented the strategy of revitalizing rural areas as the overall starting point, and centered on the structural reform of agricultural supply side, focusing on the 123 industry in rural areas. Integrating development, effectively linking up poverty alleviation and urbanization, fully tapping various functions and values of rural areas, focusing on key industries, gathering resources, strengthening innovation leadership, highlighting cluster chains, prolonging industrial chains, upgrading value chains, fostering new momentum for development, accelerating the construction of modern agricultural industry system, production system and management system, and promoting urban-rural integration Combining the pattern of development, we will lay a solid foundation for the modernization of agriculture and rural areas.

 

(2) Basic principles.

 

Suit measures to local conditions and highlight characteristics. Relying on cultivation, green water and green hills, pastoral scenery and local culture, we should develop rural industries with obvious advantages and distinctive characteristics, so as to better highlight regional characteristics, carry rural values and reflect local flavor.

 

Market orientation and government support. Give full play to the decisive role of the market in the allocation of resources, and activate elements, markets and various business entities. We should better play the role of the government and guide the formation of a rural industrial development pattern with farmers as the main body, enterprises as the driving force and social participation as the combination.

 

Integrate development and combine agriculture with agriculture. Accelerate the construction of the whole industrial chain and the whole value chain, improve the mechanism of interest linkage, keep the secondary and tertiary industries based on agricultural and rural resources in the countryside as far as possible, and leave the value-added benefits and employment posts of the agricultural industry chain to the farmers as far as possible.

 

Green lead and innovation drive. Implementing the concept of "Green Water and Green Mountains" is Jinshan Yinshan, strictly abiding by the red line of cultivated land and ecological protection, saving resources, protecting the environment, and promoting the coordinated development of rural production, life and ecology. Promote the innovation of science and technology, industry form and mode, and improve the quality and benefit of rural industry.

 

(3) Target tasks. We will strive to achieve a significant increase in the proportion of the added value of rural primary, secondary and tertiary industries in the county's gross domestic product in 5-10 years, and make important progress in the revitalization of rural industries. The rural industrial system is sound and complete, the structural reform of agricultural supply side has achieved remarkable results, the green development model is more mature, the rural employment structure is more optimized, the channels for increasing farmers'income are continuously widened, and the role of industry in poverty alleviation is further highlighted.

 

2. Highlighting the Advantages and Characteristics and Cultivating and Strengthening the Rural Industry

 

(4) Strengthen modern breeding and breeding. We should innovate industrial organization, promote the development of planting and breeding industry in the direction of scale, standardization, branding and greening, extend and expand the industrial chain, increase the supply of green high-quality products, and continuously improve the quality, efficiency and competitiveness. We will consolidate and improve grain production capacity, fully implement the special protection system for permanent basic farmland, strengthen the construction of high-standard farmland, and accelerate the delimitation of functional areas for grain production and important agricultural product production protection zones.  Strengthen the production capacity construction of livestock and poultry such as pigs, enhance the ability of animal epidemic prevention and control, and promote the revitalization of dairy industry and the transformation and upgrading of fisheries. Develop economic forest and under-forest economy. (5) Make fine local characteristic industries. We should develop small-clan and diversified breeding according to local conditions, and strengthen the protection and development of local varieties germplasm resources. We will support the construction of standardized rural factories and production workshops, and develop local industries such as specialty food, manufacturing, handicraft and green building materials. We should fully tap all kinds of intangible cultural heritage resources in rural areas, protect traditional crafts and promote the development of cultural industries with rural characteristics. Farmers'cooperatives and family farms are encouraged to develop primary processing of agricultural products and build a number of specialized villages and towns. We will coordinate the construction of wholesale markets for agricultural products in the areas of origin, distribution and distribution, and strengthen the construction of backbone logistics networks and cold chain logistics systems for agricultural products.
